— The Association should facilitate the fulfillment of tasks related to the transshipment of national and foreign trade goods, processing and maintenance of ships and other vehicles. We are going to do all this by coordinating the activities of ports, providing assistance, and developing common problems for us. In other words, we will combine the efforts and already existing experience of the Association's members. We hope that this will greatly help to restructure the work of ports based on the introduction of economic management methods.
A scientific and technical commission has already been established and is working at the Association, which is engaged in the development of long-term and annual plans for research and design work, and the identification of their performers. As you can see, we have a lot of ideas. All of them are relevant and arise from problems that the country's port workers have more than enough of today. It has long been necessary to solve them not separately, but together. The level of problems varies, which means that the range of our activities should be wide: from creating, say, unified texts of commercial documentation to solving sectoral, intersectoral and regional tasks for more efficient use of production potential.
We attach great importance to the development of business cooperation and cooperation with foreign partners, with the International Association of Ports and Harbors. Our organization will also have its own periodic newsletter.

— Non-categorical ports pay two thousand rubles each, the first group — one and a half thousand. For other ports and enterprises, the membership fee is one thousand rubles. Our income is made up of this money — about eighty thousand rubles.
Items of expenditure include rental of premises, their equipment, the salary of the secretariat, social security contributions, business trips, incentives and others: in total, approximately 77 thousand rubles.
The Association also has a special fund, which is formed by targeted contributions from each port in the amount of 0.01 percent of the value of fixed assets. This money is mainly used to provide financial assistance to members of the Association in the development of the social sphere, in carrying out research and design work. Our organization is democratic, the amount and conditions of financial assistance are determined by the Board of Directors.
— Please tell us about the specific activities of the Association at the moment.
— Research and design work has begun in very important and serious areas for us. Firstly, on the development of organizational, legal and commercial measures to ensure the implementation of the restructuring of the ports. Secondly, to streamline the pricing of the main activities of ports on the basis of union-wide and local tariffs, technical and economic standards of labor and logistical costs in production processes. This is necessary in order for the cost-saving mechanism to work faster.
Finally, the issue of handling and servicing Soviet and foreign vessels in ports on the basis of economically stimulating standards requires the closest attention.
